Requires any campaign, party, organization, or individual conducting a vote by mail operation to provide voters with a return envelope addressed directly to the appropriate local election authority.

Removes previous language that allowed applications to be sent to post office boxes controlled by non-election authorities and eliminates requirements for phone numbers and timelines for transferring applications to election authorities.

Maintains provisions establishing rebuttable presumption of violation if postmarks on applications are removed, tampered with, or made unreadable.

Requires election authorities to accept and promptly process vote by mail ballot applications submitted in substantially similar form to the state-prescribed form.
