Creates the Law Enforcement Gang Database Information Act requiring each law enforcement agency that maintains or accesses a gang database to establish a written policy by July 1, 2019.

Limits access to gang databases to sworn and non-sworn law enforcement personnel, criminal justice entities, and IT/maintenance staff who have passed character or security clearance and received approved training, with implementation as soon as practicable.

Prohibits disclosure of gang database records for employment, education, licensing, or housing purposes, except law enforcement and criminal justice entities may use the information for employment screening and disclosure to comply with federal law or for national security, homeland security, or military screening purposes.

Requires policies to include security procedures and a review and purge process for removing individuals from gang databases and shared gang databases.

Makes evidence of mere presence on a gang database inadmissible in all criminal cases.
