School boards may now decline to offer school buildings as polling places if such use is determined to be impossible or inconvenient by a vote of the school board, rather than being required to make schools available when selected by county boards or election commissioners.

Changes school board obligation from "shall" to "may" when offering buildings under their jurisdiction for use as polling places, making such offers discretionary rather than mandatory.

Removes the requirement that school districts make schools available as polling places if chosen by election authorities, and eliminates the provision encouraging school closures or teachers institutes on election days.

Retains requirements that government agencies making buildings available for polling must ensure accessibility for voters with disabilities and elderly voters, and must allow election authorities to administer elections properly.

Maintains existing provisions regarding campaign-free zones around polling places in schools and the right to engage in electioneering beyond those designated zones.
