Amends the Illinois Public Aid Code to require the Department of Human Services to reinstate applications for medical assistance or long-term care benefits if it fails to notify a nursing home or supportive living facility of a rejection or denial.

Requires reinstatement to be effective as of the original date of rejection or denial, with the assigned caseworker responsible for identifying and retrieving all missing information on behalf of the resident.

Mandates that both the facility and resident be notified of the reinstatement, any information requests, and the outcome of the application.

Requires the Department to expedite processing of all reinstated applications.

Takes effect immediately upon becoming law.
