Requires every public body to designate employees, officers, or members to receive training on Open Meetings Act compliance and submit names to the Public Access Counselor.

Designated personnel must complete an electronic training curriculum within 6 months of the effective date, then complete annual training thereafter; new designees have 30 days to complete the initial curriculum.

Elected and appointed public body members existing as of the 97th General Assembly effective date must complete the electronic training within one year; new members have 90 days after taking office or assuming responsibilities.

Allows school board members, drainage district commissioners, soil and water conservation district directors, park and forest preserve district members, fire protection district trustees, and municipal officials to satisfy training requirements through organization-sponsored courses covering open meeting legal requirements, Act applicability, procedures, and penalties.

Failure of members to complete training does not invalidate public body actions; members who successfully complete training and file certificates are not required to retake the training under subsection (b).
