Creates continuing appropriations for distributions to local governments from multiple state funds when no enacted appropriation exists for a fiscal year, including the State and Local Sales Tax Reform Fund, Motor Fuel Tax Fund, State Gaming Fund, Local Government Video Gaming Distributive Fund, and Statewide 9-1-1 Fund

Removes "subject to appropriation" language from existing statutes governing distributions to municipalities and counties from sales tax reform funds, motor fuel taxes, and riverboat gambling admission taxes

Specifies that continuing appropriations automatically discontinue for any fiscal year once the General Assembly enacts an appropriation after July 1, with the enacted appropriation superseding the continuing appropriation

Ensures local governments continue receiving their statutory share of gaming revenues, including $1 per person admitted to riverboats for host municipalities or counties and 5% of adjusted gross receipts from riverboat gambling operations

Amends the State Finance Act, Motor Fuel Tax Law, Emergency Telephone System Act, Riverboat Gambling Act, and Video Gaming Act to implement these changes, with immediate effective date upon becoming law
