Requires all firearms sold or transferred in Illinois by federally licensed dealers or private sellers to include or be accompanied by a firearm safety device at the time of sale

Defines "firearm safety device" as a tamper-resistant integrated design feature or attachable accessory that prevents discharge without access to a key, combination, or other safety mechanism (excludes standard safety catches)

Directs the Department of State Police to adopt rules establishing specific approved firearm safety devices or minimum standards for effective devices

Allows exemption if the purchaser bought an approved safety device within 30 days prior, presents the device and original receipt to the dealer, and the dealer verifies and maintains records

Establishes penalties of a Class C misdemeanor with a minimum $1,000 fine for first violations, and Class A misdemeanor for second or subsequent violations
