Creates the Ronald McDonald House Charities Fund as a special fund in the State treasury to make grants to Ronald McDonald House Charities for services in Illinois.

Adds a checkoff provision to Illinois individual income tax forms for taxable years ending on or after December 31, 2019, allowing taxpayers to voluntarily contribute to the fund in any amount of $1 or more.

Contributions reduce the taxpayer's refund or increase the amount of payment owed with the return, and failure to remit increased payment reduces the contribution accordingly.

Does not apply to amended tax returns.
