• Removes provisions allowing General Assembly members to serve as commissioners on the Legislative Ethics Commission, requiring all 8 commissioners to be appointed from the general public with prior governmental experience.

• Establishes eligibility restrictions for commissioners including convictions for felony or crimes of dishonesty, lobbyist activities within the preceding 10 years, family relation to appointing authority, prior state employment within 10 years, and holding partisan elected or political party office.

• Prohibits commissioners and Legislative Ethics Commission employees from becoming candidates for elective office, holding other elected or appointed public office, being actively involved in political party or campaign affairs, or advocating for other candidates.

• Maintains the 8-commissioner structure appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader (2 commissioners each) with 4-year terms following initial staggered terms.

• Takes effect immediately upon enactment.
