Amends the Lobbyist Registration Act by adding Section 4.6 to establish conflict of interest procedures for lobbyists.

Requires lobbyists to file a written statement with the Secretary of State describing procedures for handling conflicts of interest that may arise during client representation.

Defines "conflict of interest" as situations where representation of one client is directly adverse to another client, or where representing a client may be materially limited by the lobbyist's other client responsibilities or personal interests.

Prohibits lobbyists from representing a client when a conflict of interest exists, unless the conflict procedures are outlined in the written statement and included in the lobbyist-client service agreement.

Exempts lobbyists whose activities are governed by the Illinois Rules of Professional Conduct of 2010, who must file a statement indicating they are subject to those rules instead.
