Amends Section 3-203 of the Illinois Governmental Ethics Act to require legislators who take official action despite a conflict of interest to notify their chamber members in writing.

Requires written notice describing the conflict be filed with the Secretary of the Senate or Clerk of the House of Representatives, as applicable.

Mandates the Secretary or Clerk forward the conflict notification to the Legislative Information System for posting on the General Assembly's website alongside the applicable matter.

Maintains existing requirement that legislators serve the public interest rather than private interests when acting despite a conflict situation.
