Amends the Election Code to exclude the Fox Metro Water Reclamation District from the general sanitary district trustee election rules in Section 2A-41.

Designates Fox Metro Water Reclamation District trustee nominations as multi-county elections requiring petitions to be filed with the State Board of Elections 106-113 days before the primary election.

Establishes that beginning with the 2021 municipal election, Fox Metro Water Reclamation District trustees shall be elected (not appointed) in five trustee districts with staggered 4-year terms, with two trustees elected in 2021 and three elected at the following consolidated election.

Requires the Fox Metro Water Reclamation District to divide into five trustee districts by January 1, 2020, reflecting federal census data, and to redistrict following each decennial census thereafter.

Sets petition requirements of at least 100 signatures from registered voters within the district and establishes procedures for filling vacancies before the 2021 election (by unanimous legislative selection) and after 2021 (by board appointment).
