Repeals Section 3-815.1 of the Illinois Vehicle Code, which previously authorized collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds.

Removes references to Section 3-815.1 from Section 3-402.1 (Proportional Registration) to reflect the repeal of the commercial distribution fee provision.

Removes the exception to Section 20-101 (use of vehicle registration and fuel tax revenues) that was tied to Section 3-815.1, clarifying that all vehicle-related fees must be used for highway construction, maintenance, and related transportation purposes.

Takes effect on July 1, 2020.
