SB0106 - Charter School Commission

• Removes the State Charter School Commission's authority to renew charters; charter schools authorized by the Commission must reapply to local school boards at the end of their charter terms instead.

• Prohibits applicants who submit proposals outside a local school board's established annual process from appealing to the Commission, restricting the Commission's review authority to compliant submissions.

• Eliminates the Commission's ability to reverse local school board decisions to deny, revoke, or refuse to renew charters; the Commission may only approve applications submitted directly to it.

• When the Commission approves a charter application, it becomes the authorized chartering entity and shall execute (rather than merely approve) the charter agreement with full administrative responsibilities.

• Makes Commission decisions subject to judicial review under the Administrative Review Law and establishes that the Commission has no authority to approve proposals previously denied by local school boards.
