Prohibits delivery, sale, and purchase of assault weapons and assault weapon attachments immediately upon the effective date, with no grandfather period for pre-existing ownership except through registration.

Establishes registration process requiring owners of pre-existing assault weapons to file affidavits with proof of locking mechanisms between 180-300 days after enactment and pay a $25 registration fee; registered owners may only transfer weapons to heirs, out-of-state residents, or licensed firearms dealers.

Provides exemptions for peace officers, military members, prison officials, nuclear facility security personnel, Olympic shooters, hunters, and manufacturers/dealers; violations constitute Class 2-4 felonies depending on offense type.
