Amends the State Finance Act to authorize transfers from 147 state funds to the Audit Expense Fund within 30 days of the bill's effective date, with specified dollar amounts for each fund.

Transfers range from $503 to $1,332,369, with the General Revenue Fund contributing $17,653,153 and the State Pensions Fund contributing $500,000.

Authorizes the Auditor General to bill private entities, related organizations, and entities with locally-held funds for audit costs, with revenues deposited into the Audit Expense Fund.

Requires the Auditor General to notify the Governor's Office of Management and Budget by December 1 each year of estimated audit costs for the next fiscal year and to return excess transfers back to originating funds by September 30.

Permits the Auditor General to direct transfers from authorized state funds during each fiscal year to cover actual audit, study, and investigation costs under the Illinois State Auditing Act.
