Removes the cap of 120 total charter schools operating statewide under Illinois charter school law.

Eliminates the limit of 70 charter schools in cities with populations exceeding 500,000 and the limit of 45 charter schools in the remainder of the state.

Removes the requirement that the State Board of Education assign numbers to charter submissions based on chronological order of receipt.

Maintains existing provisions allowing at least 5 charter schools devoted to low-performing or overcrowded schools in large cities, and up to 5 additional dropout recovery charter schools with multiple campuses.

Preserves requirements that charter schools comply with federal and state anti-discrimination laws, state academic standards, and lottery-based enrollment procedures.
