Amends Illinois School Code Section 10-20.21 to expand the exemption for competitive bidding requirements to include contracts for commodities with prices affected by U.S. commodities exchange trading, including gasoline, diesel, and natural gas.

Removes the previous restriction that limited the natural gas exemption only to cases where the cost is less than that offered by a public utility, making the exemption apply broadly to all commodity contracts affected by exchange trading.

Allows school districts to purchase these commodities without the requirement to award contracts to the lowest responsible bidder, providing flexibility in procurement when commodity prices fluctuate on exchanges.
