Creates the Community Mental Health Services Fund as a special fund in the State treasury to support community-based mental health providers and programs through appropriation.

Imposes a $0.01 per cartridge or shell surcharge on firearm ammunition sales, effective July 1, 2019.

Directs 100% of net revenue from the ammunition surcharge into the Community Mental Health Services Fund beginning July 1, 2019.

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to implement the surcharge collection mechanism.

Takes effect immediately upon becoming law.
