Amends the Illinois Procurement Code to require the Department of Central Management Services to submit an annual report to the Governor and General Assembly comparing year-by-year certifications issued to veteran-owned small businesses (VOSB) and service-disabled veteran-owned small businesses (SDVOSB), obstacles to certification, and contracts awarded to these businesses

Mandates the Department of Central Management Services conduct a minimum of 2 outreach events per year to inform veteran-owned businesses about State procurement opportunities and certification requirements

Requires the Department to maintain a comprehensive list of certified VOSB and SDVOSB businesses, assist them with State contract bidding procedures, provide training to State agencies on compliance with veteran business goals, and implement an electronic portal for certification submissions

Establishes automatic State certification for businesses already certified as SDVOSB or VOSB by the federal Vets First Verification Program, provided they demonstrate Illinois residency and home office location

Authorizes the Department to develop programs encouraging cities, counties, and other local entities to adopt uniform veteran business certification procedures and recognition programs
