Amends the Lobbyist Registration Act to prohibit registered lobbyists from making expenditures from candidate political committees established on their behalf, effective January 1, 2020.

Restricts expenditure prohibition to apply during the entire period a person is registered as a lobbyist plus 2 years after their registration expires.

Defines "candidate political committee" by reference to Section 9-1.8 of the Election Code.
