Ratifies and approves the Nurse Licensure Compact, allowing nurses to obtain multistate licenses enabling practice in their home state and other compact states.

Establishes an Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, with each party state having one administrator who votes on rules and policy matters.

Requires applicants for multistate licenses to meet uniform standards including passing NCLEX exams, background checks, and not having felony convictions or certain nursing-related misdemeanors.

Allows party states to take adverse actions against nurses' multistate licensure privileges, with only the home state having power to take action against the license itself; adverse actions must be reported through a coordinated licensure information system.

Specifies that the Compact does not supersede existing state labor laws and establishes procedures for state withdrawal, dispute resolution, and enforcement mechanisms.
