Expands the prohibition on unlawful use of animals in traveling animal acts from only elephants to 15 specified animal species including bears, cougars, giraffes, hippopotamuses, jaguars, leopards, lions, non-human primates, kangaroos, rhinoceroses, tapirs, tigers, and zebras, plus hybrids thereof.

Defines "traveling animal act" as performances where specified animals are transported to different locations in mobile housing facilities (trucks, trailers, or railway cars) for exhibitions, circuses, rides, or entertainment purposes.

Makes it unlawful for a person to knowingly allow any of the specified animals to participate in a traveling animal act.

Establishes the offense as a Class A misdemeanor with penalties applicable to violations.

Exempts exhibitions of these animals at non-mobile, permanent institutions or facilities from the prohibition.

Effective date is July 1, 2019.
