Allows U.S. Military members permanently assigned to Illinois on Permanent Change of Station (PCS) or Permanent Change of Assignment (PCA) orders to apply for non-resident concealed carry licenses regardless of whether their home state's firearms laws are substantially similar to Illinois law.

Requires military applicants to submit photocopies of PCS/PCA orders, proof of service, and either a valid Firearm Owner's Identification Card or notice of application for one, plus documentation from their state of residence instead of an Illinois ID.

Sets application fee for military non-residents at $150 (same as Illinois residents), with funds allocated to State Police Firearm Services Fund ($120), Mental Health Reporting Fund ($20), and State Crime Laboratory Fund ($10).

Requires military non-resident licensees to notify the Department of State Police within 30 days of relocating outside Illinois, receiving orders to a duty station outside Illinois, or separating/retiring from the U.S. Military.

Permits non-residents without licenses to transport concealed firearms in their vehicles if eligible to carry under their home state's law and meeting federal standards.
