• Amends Property Tax Code Section 15-60 to expand tax exemption for toll road and toll bridge property owned by municipalities with population over 100,000, including property within or outside corporate limits, when leased or licensed for toll purposes.

• Modifies Toll Highway Act Section 11 to authorize the Illinois State Toll Highway Authority to enter intergovernmental agreements with private bridge operators for collection, enforcement, and administration of tolls, violations, fees, fines, and penalties.

• Amends Toll Bridge Act Section 7 to clarify that county boards may establish toll rate schedules and maximum toll rates for bridges, and explicitly prohibits imposing tolls on public roads, streets, or highways except for toll bridges.

• Creates new sections in Illinois Vehicle Code (3-704.3 and 6-306.8) allowing the Secretary of State to suspend vehicle registration and driving privileges of persons who fail to satisfy 5 or more toll bridge violations after notice from a private tolling authority.

• Establishes procedures for challenging suspension accuracy, requires data sharing between the Secretary of State and private tolling authorities, and mandates cooperation between state and private entities in toll violation enforcement.
