• Allows employees of regional offices of education, intermediate services centers, school districts, and contracting agencies to transport students to and from school in first division vehicles instead of requiring school buses.

• Permits child welfare agency workers with open cases involving a student to use the same first division vehicle transportation option.

• Requires proof of insurance of at least $300,000 per incident and $100,000 per person on record with the employer of the vehicle driver.

• Modifies Section 6-104 to include an exception to school bus driver permit requirements when conditions in Section 11-1414.1 are met.

• Takes effect immediately upon becoming law.
