Abolishes the Drycleaner Environmental Response Trust Fund Council on July 1, 2020, transferring all powers, duties, and responsibilities to the Illinois Environmental Protection Agency (IEPA)

Increases annual drycleaning facility license fees significantly, with fees ranging from $1,500 to $5,000 based on solvent usage (up from previous fees of $500 to $1,500)

Raises the drycleaning solvent tax from $3.50 to $10 per gallon for perchloroethylene and chlorinated solvents, and from $0.35 to $2 per gallon for petroleum-based solvents

Extends the repeal date for fee and tax provisions from January 1, 2020 to January 1, 2030, and requires inactive drycleaning facilities eligible for Fund reimbursement to pay a $3,000 annual administrative assessment through January 1, 2030

Establishes new insurance premiums of $1,500 per drycleaning facility annually from July 1, 2020 through June 30, 2029, and limits IEPA administrative expenses for Fund management to $600,000 per fiscal year
