Amends the General Assembly Operations Act by adding Section 13 regarding firearm legislation requirements.

Requires any General Assembly member wishing to introduce a bill pertaining to firearms to complete firearm training requirements under Section 35-40 of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004.

Requires completion of range safety officer training as a prerequisite for introducing firearm-related legislation.

Requires passage of a basic knowledge test on calibers and gauges of firearms.

Members must be able to produce proof of completing all three requirements upon request.
