Creates the Sports Wagering Act, permitting sports wagering in Illinois only after federal prohibitions are repealed or declared unconstitutional by the U.S. Supreme Court, as determined by the Illinois Gaming Board.

Authorizes gaming facilities to offer sports wagering both in-person and over the Internet through licensed interactive sports wagering platforms; requires interactive sports wagering platforms to obtain a license with a $10,000 initial fee and $5,000 annual renewal fee.

Imposes consumer protections including age verification, self-exclusion options, and advertising standards; requires operators to conduct background checks on employees and prohibit wagering by operators, athletes, coaches, referees, and other affiliated persons.

Requires operators to maintain detailed betting records for at least 3 years, share real-time information with sports governing bodies upon request, and remit 1% integrity fees to those bodies; establishes a 12.5% tax on gross sports wagering revenue.

Authorizes civil penalties up to $5,000 per violation (maximum $50,000 per transaction) for knowing violations; deposits all collected taxes, fees, and penalties into the State Gaming Fund; adds sports wagering as an exemption to the Criminal Code gambling prohibition.
