Amends the School Code to establish grant formulas for alternative schools, safe schools, and alternative learning opportunities programs operated by regional offices of education.

For fiscal year 2018, grants are calculated using the greater of the program's best 3 months of average daily attendance for 2016-2017 or the average of best 3 months for 2014-2017, multiplied by $6,119.

For fiscal year 2019, grants are calculated using the greater of the program's best 3 months of average daily attendance for 2017-2018 or the average of best 3 months for 2015-2018, multiplied by $6,119.

Grants are paid as the difference between the "Regional Program Increased Enrollment Recognition" amount and the program's Base Funding Minimum, if the former exceeds the latter.

Takes effect upon becoming law.
