Charter schools operating within Chicago Public Schools (CPS) would be required to be administered by local school councils (LSCs) with the same powers as LSCs at traditional public schools

LSCs would be established for all CPS attendance centers including small schools, contract schools, and military schools, with student members added to schools enrolling 7th or 8th graders

Creates the LSC Certification Commission as an independent body to provide mandatory 3-day training programs for LSC members and certify each member, replacing the Chicago Board of Education's role in LSC training

Requires a supermajority of 8 votes by the LSC to veto intervention actions proposed by the Chicago Schools Academic Accountability Council for schools placed on probation, including reconstitution, closing, or conversion to contract turnaround schools

The LSC Certification Commission may request funding equal to or up to 2% greater than the prior year's allocations for LSC certification, which the Board of Education must budget and distribute upon request
