Amends Section 8b.1 of the Personnel Code to require the Department of Central Management Services to provide agencies with a Successful Disability Opportunities Program eligible candidate list whenever an open competitive eligible list is requested.

Maintains existing examination methods and disqualification standards based on criminal records, with specific exceptions for certain misdemeanor convictions.

Preserves the Director's discretion to accept examination results from federal or other state merit systems if they are comparable in difficulty and comprehensiveness to state examinations.

Continues residency requirements for Illinois state positions, allowing non-residents to be appointed only if fewer than 3 Illinois residents are available and the Director waives the residency requirement.

Takes effect January 1, 2020.
