Prohibits courts from sealing records of arrests or charges resulting in supervision or conviction for abuse/neglect of long-term care facility residents, criminal abuse/neglect of elderly persons or persons with disabilities, aggravated financial exploitation of elderly persons or persons with disabilities, and aggravated identity theft against persons 60+ or persons with disabilities.

Allows financial exploitation of elderly persons or persons with disabilities to be tried in any county where any part of the offense occurred or where the victim resides.

Establishes that consent is not a defense to financial exploitation charges if the accused knew or had reason to know the elderly person or person with disability lacked capacity to consent.

Makes technical amendments to criminal procedure provisions including updates to place of trial statutes and gender-neutral language modifications.
