Requires use of nontoxic ammunition (certified by Department of Natural Resources) when taking all wildlife with firearms, including game and non-game mammals and birds, with implementation by January 1, 2021.

Defines nontoxic ammunition as ammunition with no lead content, excluding trace elements of lead, and requires the Department to establish a public certification process and annually update a list of certified ammunition.

Directs the Department to establish a coupon program providing hunters with nontoxic ammunition at no cost or reduced charge, with coupon value based on available funding and average state ammunition costs.

Suspends nontoxic ammunition requirements for specific hunting purposes if nontoxic ammunition is not commercially available due to federal armor piercing ammunition prohibitions under 18 U.S.C. 44, with suspension automatically expiring when commercially available options emerge.

Establishes penalties of $500 for first violation and $1,000-$5,000 for subsequent violations, with exemption for government officials carrying out statutory duties.
