Requires withdrawing districts to provide at least 12 months' notice to other member districts before presenting a withdrawal petition, unless all member districts agree to waive this timeline.

Requires withdrawing districts to develop and submit a comprehensive plan to the State Board of Education demonstrating ability to provide a full continuum of services and support for all students with disabilities.

Requires withdrawing districts to notify parents/guardians of students with disabilities and hold a public hearing before withdrawal to allow community feedback on the education plan.

Establishes that an elementary school district meeting specific attendance and valuation criteria may withdraw from its 6-district joint agreement upon approval of a comprehensive plan and compliance with additional requirements.
