Amends the Illinois Municipal Code's Combined Waterworks and Sewerage Systems Division to expand the definition of "sewerage system" to include storm water collection, treatment, and distribution infrastructure.

Authorizes municipalities to charge inhabitants storm water utility charges to offset the costs of owning, maintaining, and improving local storm water infrastructure.

Allows municipalities to establish storm water utility rates separately or combined with water and sewer service rates through municipal ordinance.

Applies the same lien and collection provisions to delinquent storm water charges as exist for other water and sewerage charges, including the ability to foreclose liens and sue for recovery plus attorney's fees.
