Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act by removing the $75,000,000 annual gross sales cap requirement for qualified businesses.

Eliminates the requirement that businesses exceeding the sales threshold must obtain certification from the Business Enterprise Council for Minorities, Women, and Persons with Disabilities for a particular contract.

Removes language allowing firms with gross sales exceeding the cap to apply for case-by-case certification if they could demonstrate significant impact on disadvantaged businesses.

Takes effect immediately upon becoming law.
