Amends the Juvenile Court Act of 1987 to expand the definition of "delinquent minor" to include individuals up to age 19 committing misdemeanor offenses effective January 1, 2020, and up to age 21 committing misdemeanor offenses effective January 1, 2022.

Requires the Illinois Juvenile Justice Commission to include in its annual recommendations to the Governor and General Assembly specific guidance on including emerging adults in a developmentally appropriate justice system, reducing recidivism, and preventing deeper criminal involvement.

Changes apply only to violations or attempted violations committed on or after the effective date of the amendatory act.

Modifies the Children and Family Services Act to expand the Commission's mandate regarding emerging adults in the juvenile justice system.
