Prohibits manufacturers from importing, selling, or offering for sale cosmetics in Illinois that were developed or manufactured using animal tests conducted or contracted on or after January 1, 2020.

Exempts animal tests required by federal or state regulatory authorities if the ingredient is widely used with no replacement, a specific health problem is substantiated, and no non-animal alternative method exists.

Exempts animal tests conducted to comply with foreign regulatory requirements if no evidence from the test was used to substantiate safety claims for products sold in Illinois.

Establishes civil penalties of $5,000 for the first day of violation and $1,000 for each additional day, enforced by State's Attorneys.

Allows a 180-day grace period for selling cosmetic inventory in violation of the law and prevents home rule units from enacting inconsistent regulations on cosmetic animal testing.
