Establishes local school councils for each attendance center with 12 voting members: the principal, 2 teachers, 6 parents, 1 non-teacher employee, and 2 community residents; secondary schools add one full-time student member for a total of 13.

Beginning in 1995-1996 and every even-numbered year thereafter, conducts elections on second semester Parent Report Card Pick-up Day for parent and community resident members serving two-year terms; teacher and student members are appointed.

Requires candidates to disclose economic interests in any contracts with the Board and any convictions of specified offenses; candidates must submit name, date of birth, social security number if available, and proof of eligibility at least 2 weeks before election.

Makes individuals ineligible for election or appointment if they appear on the Dru Sjodin National Sex Offender Public Website, Statewide Sex Offender Database, or Statewide Murderer and Violent Offender Against Youth Database; mandates removal by the Board with a hearing if discovered after appointment.

Requires local school council members to comply with all applicable board rules and policies regarding employees or volunteers if engaging in school activities beyond their official council duties.
