Amends the University of Illinois Act to expand scholarship eligibility for children of veterans to include children of police officers and fire officers who were killed in the line of duty while employed by or in voluntary service to the State or any local public entity in Illinois

Maintains existing scholarship program structure where each county receives up to 3 annual honorary scholarships for children of armed forces service members from specified periods (World War II, Korean War, Vietnam War, Beirut siege/Grenada conflict, and Gulf War era conflicts)

Adds preference for scholarships to children of deceased or disabled service members, now including children of veterans who were police or fire officers killed in the line of duty

Scholarship recipients must pass public examination demonstrating proficiency in secondary school subjects, possess good moral character, and be at least 15 years old to receive free tuition for at least 4 consecutive years
