Amends the Illinois School Code by adding Section 14-7.02c regarding private therapeutic day schools and student enrollment data.

Requires the Illinois Purchased Care Review Board to accept amended student enrollment data from special education private therapeutic day schools that have contracts with school districts having populations exceeding 500,000 inhabitants for the 2016-2017 and 2017-2018 school years.

Amended enrollment data must be based on actual monthly enrollment days from when a student was formally enrolled and began receiving services through the date of formal exit, confined to the school's official calendar dates filed with the State Board of Education.

Prohibits further reduction of amended enrollment to account for student absences.

School districts with populations of 500,000 or fewer inhabitants must be billed at the per diem rate approved by the Illinois Purchased Care Review Board based on enrolled days as specified in Title 89 of the Illinois Administrative Code.
