Amends the Critical Health Problems and Comprehensive Health Education Act to require instruction on mental health and illness that evaluates the relationship between physical and mental health to promote student understanding, attitudes, and behaviors supporting health and well-being.

Requires comprehensive health education curriculum in all elementary and secondary schools covering human growth and development, disease prevention (including AIDS in grades 6-12), sexual abuse and assault awareness (pre-K through 12), substance abuse, nutrition, dental health, and cancer information.

Mandates cardiopulmonary resuscitation and automated external defibrillator training in all secondary schools beginning with the 2014-2015 school year, with training standards from the American Red Cross, American Heart Association, or equivalent organization.

Establishes a State Board of Education matching grant program to reimburse school districts for half the cost of cardiopulmonary resuscitation and automated external defibrillator training for interested teachers and school personnel.

Allows parents or guardians to submit written objection to exempt their children from participating in AIDS, family life instruction, or cardiopulmonary resuscitation training without penalty of suspension or expulsion.
