School districts in Article 34 must provide written notification to parents at least 10 calendar days before IEP meetings listing services requiring specific data collection procedures, with a checkbox indicating whether data has been collected.

Local education agencies must provide parents copies of all written materials to be considered at IEP meetings at least 3 school days in advance (or as soon as possible with written consent), effective July 1, 2020, so parents can participate as fully-informed team members.

School districts must make related service logs available to parents at annual IEP reviews and upon request, and must notify parents within 3 school days if required services are not administered within 10 school days of the IEP schedule.

The State Board of Education may establish a telephone hotline for complaints about special education services, with protections against retaliation for students, parents, or staff who file complaints.

School districts may not prevent IEP teams from adding services, cannot restrict when services are added, and must not use computer software functions to remove services without team approval.
