• Authorizes the Illinois Gaming Board to issue one owners license for casino gambling in Chicago with a maximum of 4,000 gaming positions and tiered tax rates beginning July 1, 2020.

• Establishes licensing and reconciliation payment requirements for new gaming facilities in Danville, Waukegan, Rockford, Cook County townships, and Williamson County, with initial fees of $17,500-$30,000 per gaming position depending on location.

• Allows organization gaming licensees (racetrack operators) to conduct gaming under a new licensing structure with up to 1,200 gaming positions in Cook County and 900 positions outside Cook County, subject to live racing and operational requirements.

• Modifies wagering tax rates for existing and new gambling operations, including preferential rates for East St. Louis facilities and revenue-sharing provisions for Chicago casino taxes split between the State and City of Chicago.
