• Amends the Equitable Restrooms Act to require all single-occupancy restrooms in places of public accommodation and public buildings to be designated as all-gender facilities.

• Single-occupancy restrooms must be identified with exterior signage that indicates no specific gender and must be designed for use by no more than one person at a time, or for family or assisted use.

• Defines a single-occupancy restroom as a fully enclosed room with a locking mechanism controlled by the user, containing a sink, toilet stall, and no more than one urinal.

• Authorizes health officers and health inspectors to inspect places of public accommodation and public buildings during routine inspections to verify compliance with the all-gender restroom requirements.

• Directs the Department of Public Health to adopt rules implementing the all-gender restroom provisions, effective January 1, 2020.
