Prohibits manufacturers from importing, selling, or offering for sale in Illinois any cosmetic developed or manufactured using animal testing conducted on or after January 1, 2020

Defines "animal test" as applying a cosmetic or its ingredients to the skin, eyes, or other body part of a live, nonhuman vertebrate

Exempts animal tests required by federal or state regulatory authorities when no alternative exists, tests for foreign regulatory compliance not used to substantiate safety in Illinois, and tests conducted for non-cosmetic purposes with documented evidence of non-cosmetic intent and 12-month history of use outside cosmetics

Imposes civil penalties of $5,000 for the first day of each violation and $1,000 for each additional day, enforceable by county State's Attorneys

Allows sale of non-compliant cosmetic inventory through June 1, 2020, and does not apply to animal testing conducted before the Act's effective date or to manufacturers reviewing/retaining information from animal testing
