Extends the Professional Engineering Practice Act of 1989 from a January 1, 2020 sunset date to January 1, 2030, allowing the profession to continue operating for an additional 10 years.

Removes the Professional Engineering Practice Act from the Regulatory Sunset Act's January 1, 2020 repeal list and adds it to a new January 1, 2030 repeal list.

Makes technical amendments to the Professional Engineering Practice Act including modernizing language, updating fee provisions, adding email address requirements, and clarifying disciplinary procedures and grounds for action.

Adds new sections establishing civil penalties up to $10,000 for unlicensed practice, fines for returned checks, confidentiality protections for investigation records, and clarified procedures for complaint review through a Board Complaint Committee.

Restructures Board composition requirements to include 9 licensed professional engineers with current valid licenses held for 10 years without discipline in that period, plus one public member, all serving 5-year terms with a 10-year maximum service limit.
