Extends the Illinois Professional Land Surveyor Act of 1989 from its scheduled repeal date of January 1, 2020 to January 1, 2030

Establishes civil penalties up to $10,000 per offense for individuals practicing as professional land surveyors or surveyor interns without proper licensure, and the same penalty for firms offering design services without proper registration

Restructures the Land Surveyors Licensing Board to consist of 7 members (6 licensed professional land surveyors and one public member) serving 5-year terms, with a maximum of 2 consecutive terms

Requires applicants and licensees to provide and maintain current address and email address records with the Department, with changes reported within 14 days

Updates disciplinary procedures and grounds for discipline, including adding provisions for habitual substance abuse, failure to pay fines, and violations of probation terms, while modernizing hearing and administrative review processes
