Limits total out-of-pocket cost for a 30-day supply of covered prescription insulin drugs to $100 per month, regardless of quantity or type, with an annual increase tied to the medical care component of the Consumer Price Index.

Applies to group and individual health insurance policies, health maintenance organizations, limited health service organizations, and voluntary health services plans amended, delivered, issued, or renewed on or after the effective date.

Requires the Department of Insurance, Department of Human Services, and Department of Healthcare and Family Services to issue a public report by November 1, 2020 on insulin pricing practices, variables contributing to pricing, and policy recommendations to control overpricing.

Extends existing diabetes self-management training and education coverage requirements to include coverage for training, equipment, supplies, and pharmaceuticals necessary for diabetes management.

Applies existing health insurance mandates and requirements to state employee health benefits, county self-insured plans, municipal self-insured plans, and school employee insurance.
